The Anti-Ragging Committee is constituted in every educational institution to prevent and prohibit ragging in any form. It works as per the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009. The Committee ensures a safe, respectful, and friendly environment for all students, especially freshers. It conducts awareness programmes and monitors campus activities to prevent ragging incidents. It also receives complaints, conducts inquiries, and recommends strict disciplinary action against offenders. The Committee is committed to maintaining discipline, dignity, and harmony within the institution.

  1. To ensure a ragging-free campus by strictly prohibiting any form of ragging within the institution premises and associated locations.
  2. To educate students about the ill effects of ragging and the legal consequences associated with it.
  3. To maintain a healthy, respectful, and supportive academic atmosphere for all students, especially newcomers.
  4. To keep continuous vigilance in classrooms, and campus areas to prevent ragging incidents.
  5. To provide a safe and confidential mechanism for students to report ragging without fear of retaliation.
  6. To take prompt and strict action against individuals involved in ragging as per institutional rules and government regulations.
  1. Foster a positive and welcoming atmosphere for new students.
  2. Create awareness about the harmful effects and legal consequences of ragging.
  3. Establish effective monitoring and grievance redressal mechanisms.
  4. Take prompt and strict action against offenders as per institutional and statutory regulations.
  5. Provide necessary support, protection, and counselling to victims.
  1. Prevention of Ragging:

To take necessary steps to prevent ragging in all forms within the campus, hostels, and other institutional premises.

  1. Implementation of Rules and Regulations:

To enforce anti-ragging laws, guidelines, and institutional policies strictly.

  1. Monitoring and Vigilance:

To maintain regular supervision in classrooms, , common areas, and during college events to prevent ragging incidents.

  1. Awareness Programmes:

To organize orientation sessions, workshops, and awareness campaigns highlighting the ill effects and legal consequences of ragging.

  1. Receiving Complaints:

To establish a proper mechanism for receiving and addressing complaints related to ragging confidentially.

  1. Inquiry and Investigation:

To conduct prompt and fair inquiries into reported cases of ragging.

  1. Disciplinary Action:

To recommend appropriate disciplinary action against students found guilty of ragging as per rules and regulations.

  1. Support to Victims:

To provide protection, counseling, and necessary assistance to victims of ragging.

  1. Reporting and Documentation:

To maintain records of incidents and submit reports to higher authorities as required.

  1. 1.    UGC Regulations, 2009

    The primary legal framework is the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009. These regulations mandate every higher educational institution in India to establish an Anti-Ragging Committee and Anti-Ragging Squad to prevent and prohibit ragging.

    2.    Supreme Court Directives

    The Hon’ble Supreme Court of India, in various judgments (including the Vishwa Jagriti Mission case), directed strict action to eliminate ragging and made it compulsory for institutions to implement anti-ragging measures.

    3.    UGC Act, 1956

    Under Section 26(1)(g) of the UGC Act, 1956, the UGC has the authority to frame regulations for maintaining standards and discipline in higher educational institutions.

    4.    State Government Acts and University Statutes

    Relevant State Government laws and University Statutes also provide provisions for preventing ragging and taking disciplinary action.

    5.    Indian Penal Code (IPC).

    In severe cases, ragging may attract criminal charges under various sections of the IPC relating to assault, criminal intimidation, wrongful restraint, harassment, or causing hurt.
